I would like to find a good artist to make a comic book like sketch of a picture from my wedding? Whats the best way to do this? What is a ballpark cost I can expect to pay?

I think that it would depend on where you live. Where are you located at? A friend of mine here went to our local college and found a teacher in the Arts department and refered her to a person that she knew who did some drawings. Hopefully this helps. Go to a local comic con find a few artist you like. Explain your project and ask them how much it would be to do a commission. Cost can very from 50 to 200 depending on the artist and what you want.
I would question the quality of an image if they offer to do it for less then 20. If you can afford it get a few done so that you can choose the best or have multiple images.
